Stalin
ordered a war on the kulaks, a class of prosperous peasants
who resisted his plan for collectivization of agriculture
in the Soviet Union (state control over agricultural production
and distribution). The
state used propaganda extensively to gain support for
the program.
The
crash collectivization program was not popular and it
brought about a crisis in production. In 1930, the
first year after collectivization, the quota was met due
to an unusually good harvest. The following year, 1931,
the quota was not met in spite of force used in collecting.
Areas of starvation were created.
